Brian,

The lack of stated justification by the examiner is a serious flaw that
needs to be corrected.  The goals of speed and low-cost are clearly
insufficient to justify the lack of rationale.  First, I see no reason why
the requirement to state reasons would cause delay or increased cost.
Second, given the lack of access to the underlying filings, the statement of
reasons is the only way to determine the appropriateness of the decision.
