to the scope of the idea discussed in this subteam as to a “checklist” for panels:<o:p></o:p></span></p>

<p class="MsoNormal" style="margin-left:.5in"><span style="font-size:10.0pt;font-family:"Arial","sans-serif"">“Supplement: FORUM has received responses from its Examiners regarding this issue. A few Examiners indicated a guide may be of some help, but others
indicated that the UDRP precedent and the WIPO Overview are helpful by analogy in drawing the necessary distinctions. Many are also UDRP panelists and would therefore understand the distinction regarding the standard of proof. One Examiner was against the
idea stating that, “guides stultify the process.” Generally, it seems, that the idea of a Guide is not strongly supported.”<o:p></o:p></span></p>
