Hi Mary,

Tx you for preparing this week's materials. The materials quote 
extensively from a 2015 ICANN Staff report. Could you kindly circulate 
the link to the full paper?

Also, could you provide more background on this report?  Is it the one 
posted for public comment by Staff to help the GNSO Community identify 
issues of importance for consideration by our (then upcoming) WG?
