[gnso-rpm-wg] Welcome to our new Council Liaison

Thank you to Heather for taking on the role of Council liaison, and thank
you to Phil for taking on the role before Heather and getting us all
started on this long and winding road.  It's a thankless job (as I may have
proved earlier), especially for such a complex and multifaceted PDP, so a
thank you to Phil is both richly deserved and well-earned.
