I would suggest folders pertaining to issues in which sub folders can be created as needed. This should be accessible to members so that materials can be easily deposited into the correct folder/subnfolder. Each member can then deposit material which can be circulated via link when that particular issues presents itself in the topical agenda.</div><div><br></div><div>Of course I am not certain that you have systems to handle such a task and if not then perhaps appointing a particular staff person to organize this material may be appropriate.
