<p class="MsoNormal"><span style="font-size:11.0pt">The Analysis Group’s revised report on the TMCH notes the need to consider the tradeoffs that may need to be made among various stakeholder groups in making policy decisions on these topics. The report emphasizes
that limitations of the data used for the report meant the Analysis Group could not reach definitive conclusions on a possible deterrent effect, or perform a cost-benefit analysis.

request that the GNSO Council or ICANN approve data acquisition (other than via the informal processes used to date). This may be especially useful in instances where it is necessary to obtain data through professional assistance and third party sources (but
which carry a potential budgetary and resource impact).<o:p></o:p></span></p>
