A couple of things:
- this group will only be dealing with budget matters from a Council perspective
- it’s important that there is a good line of communication between it and the various stakeholder groups. I’m not sure how moving deadlines would help this is the communication isn’t good
- stakeholder groups have plenty of other opportunities to engage on the budget so they shouldn’t try to use this group to get another bite at the apple. I can understand why there should be input from qualified people etc but the scope of this group should be kept front of mind

New acronym:  Standing Committee on Budget and Operations (SCBO)

We just finished meeting with Council leadership and it looks like the standing committee motion to get the SCBO formed will occur in December and not January.  This will allow the group to become properly chartered before the FY19 Budget is released an open for public comments.  It will also allow for a call for volunteers to the SG/C leadership for any budget subject matter experts to also participate on the SCBO (note you’ll see content in the draft charter about this).

In prep for the GNSO Council meeting on 21 Dec, we now have several actions to complete:

1.       I will send the next version of the draft charter to the group tomorrow.  Staff has imported the draft into the standard GNSO Charter template.

2.       By Wednesday, I will also send a draft of the motion to adopt the SCBO.  Note that this will contain an option for the Council to re-review this charter post public comments on the FY19 Budget (similar to what occurred to the SSC).

3.       Items #1 & #2 need to be submitted on 11 December 2017 at 23:59.  This will still allow the SCBO to make other changes to the Charter, if need be, up to a few days prior to the Council call.

4.       Things to consider on the draft charter:

a.       Comments coming from the Council are to avoid conflicts and compliment SG/C comments.  How can this be avoided similar to what was experienced with Reserve Fund comment submitted last week?  Can the GNSO create an artificial due date for SGs/Cs to allow the SCBO to finalize its comments before the deadline?  Can the Council ask for an extension to the comment period (note this will be difficult given tight timelines for budget approval), can conflicts be avoided and complimentary positions be formulated with the SMEs that might participate on the SCBO?  Questions to consider when reviewing the next draft.

b.      How should SG/C SMEs be designated to participate on the SCBO?  Is it as simple as trusting a direct response from an interested community member?  Or, should it be more formal as the respective ExComms designate someone via their leadership?  Note that this is NOT an open WG.  I will send around a draft of the CfV later in the week.

5.       We also need a volunteer from this group who can speak to the Council when this comes up on the agenda on the 21st.  This group is still informal and a Chair and/or Liaison has not been designated as of yet.  Who would be interested?

I suspect getting the SCBO together for another meeting is not likely this week.  Thus items #1 & #2 will have to take place on the mailing list.  However, would you consider trying to find a time the week of the 11th?  Would perhaps Monday 11 December at 14:00 UTC be possible?
