That sounds very logical and actually appropriate from the perspective that effectiveness of activities, and their costs, is exactly what the community should be concerned about in the operating plan and budget.
It is also the right way, in my views, to combine the notions of benefits and costs into a comment, that becomes productive as a result.

Might it be appropriate for the SCBO to comment on the need for ICANN to assess the effectiveness of the fellowship programme in our comments on the FY19 Budget? At a high level, the bullet points that Michele has suggested the Council feed back through the current consultation on the fellowship programme I think could also be relevant to our review of the proposed FY19 expenditure.

Michele and I were trying to write a paragraph about the fellowship in our draft response to the travel support consultation few weeks ago, but we all agreed at GNSO that the response would be kept to high level and won't address the questions that were not asked (e.g. fellowship and NextGen). Now, as the fellowship issue is on the table - if GNSO decides to submit a response to this community consultation on the fellowship program, I would like to join the drafting team or take a lead on this, if needed.

We're launching a community-wide consultation on the Fellowship Program to help inform its future direction.

The attached paper provides an overview of the program, including a breakdown of the data available on the Fellows, a questionnaire, and other details about the consultation process.
