Dear all


I am an active participant in the CCWG-Auction Proceeds, as a BC member.


The BC is discussing internal to the BC, our views about

some [limited] use of the auction funds for "refreshing and stabilizing" the Reserve Fund.   I see no other discussion about ICANN org having any funds from the Auction Funds for regular budget items. And, I can't see how that could be supported, as it would put ICANN in a very challenging situation of being accused of adding gTLDs in order to "print money".


As the Reserve Fund is about stability of the organization, I personally believe that the Reserve Fund "refresh", could be an exception.   Each of the SGs/ACs have appointed reps to the CCWG-AP, and participants.  Undoubtedly, they are available to those on this list to provide an update on the CCWG-AP work.


In addition, the resolution of when, how, what re the Auction Funds is well into the future, as far as I can project, as a participant in the CCWG-AP.  And, there will be a public meeting and of course, public comment processes...

Are these the only options that ICANN is giving serious consideration to? I ask because I have heard two other ideas mentioned (within the community):

  *   That ICANN may take funds from the New gTLD Auction Proceeds fund, or
  *   Raise fees on registries and registrars.

This is not to say that I necessarily support either of these ideas; I am just wondering if they are options that ICANN is seriously evaluating at this time?

Regarding Stephanie’s question below: Presuming that I understand well the question, I believe we have 3 main possible actions to mitigate a decrease in funding:

  *   Offset the reduction by cutting costs.
  *   Using the budget contingency, presuming we have any left, as an offset to the funding reduction. The contingency is an envelope of budgeted expenses unallocated to any specific purpose, available at the beginning of the year, and is consumed if and when unexpected needs are identified.
  *   Using the Reserve Fund. This is a solution to “buy time”. It does not address the issue of a structural decrease in funding.

I recall the context during the summary presentation when it was mentioned in the draft FY19 ICANN Budget where funding growth is stagnating and in response, expenses were being adjusted to avoid exceeding funding targets.



Stephanie Perrin: if funding actually decreases, is there sufficient flex for risk management?

Stephanie Perrin: Perhaps someone could read our questions?  I am wondering how the reserve is doing....

Stephanie Perrin: Just in case revenue growth continues to fall
