** I've attached the latest version of the draft of comments.  As mentioned
prior, please send suggestions to the list via email for smaller comments or
feel free to edit the Word doc, and I will incorporate your changes into the
master.

1) FY19 Draft ICANN Budget Notes_20180216.pdf

This document is a summary view of key elements of the draft budget
including a list of expenses organized by Modules and ranked largest to
smallest expense.  Note that this is only reorganized at the Portfolio level
and that that underlying projects attached to a module may not have a direct
correlation to its respective module.

This document is in response to the SCBO Chairs' request to understand
elements of the budget that were no longer included in FY19 as it pertains
to the GNSO.  As Xavier noted, the allocations to projects and number of
projects have changed greatly and made the comparison challenging.  The
document first compares the FY18 Adopted Budget to the Draft FY18 at the
portfolio level of Goal 1.3, which is mostly Policy Development related.
The next section attempts to identify project that changed in expense and/or
no longer exist in the FY19 Draft Budget.  While at the project level, there
are changes to the number of projects, most of the resources are
consolidated into a shorter number of projects for FY19.  In short, there's
a reduction to 1.3 by appx. $900K ($200K CROPP & $700K Prof. Svcs).  Note
there are other projects across the budget that do impact the GNSO.  For
example, GDD contains IRTs of GNSO policies; MSSI has the CCT & other
Reviews.  Should the SCBO wish to see the FY18 to FY19 deltas for these
other projects, it will take more time to complete that task.
