[Gnso-sc-budget] Removal of bullet point from proposed comment

Dear all,

The original version of [this budget document](https://www.icann.org/en/system/files/files/proposed-total-budget-fy19-19jan18-en.pdf) said in its preamble that there had been cuts to the number of funded seats for constituency travellers to public ICANN meetings in FY19 from the ALAC, ccNSO, and GAC, and gave proposed numbers.

The preamble has now been corrected, and from the FAQ document, I believe it was included in error. From what I understand there are now no cuts here, or no substantial cuts (the ALAC says they think they may have lost 1 seat, but are not certain).

Given this, I propose not to include the bullet point in our draft comment where we expressed our gratitude that the GNSO had not been negatively impacted by the proposed cuts, but stressed we rely on the inputs, advice, and participation of the broader community who had been impacted.
