Thanks Ayden for taking the initiative to begin the drafting.
 
Attached, please find my input into the draft GNSO Comment on FY19 Budget.
 
On the Reserve Fund issue, I've read the argument against using part of the Auction Proceeds and the new gTLD funds to push the reserve fund to the level we desire (at least 12-month of ICANN operation).
 
Understanding that the depletion of the reserve was due to compelling reason (the IANA Transition spending), BC thinks as Oversight now rest on the Community, it's unclear how ICANN can just dip its hands into the reserve without justification. I've reviewed activities not in the budget that ICANN may need to fund in the future including the implementation of the approved recommendations of the WS2 WG and that of the New gTLD SR WG among others and these are important activities that ICANN would still need to fund.
 
If this approach (to replenish Reserves with proceeds mentioned above) is not taken on the Reserve Fund replenishment and seeing the income flow to ICANN, the question then is how best should the reserve be replenished in view of risks associated with not having a reasonable level of reserve fund for a critical organisation such as ICANN?
