I made a number of suggested changes.
Some are more important than others. Ayden,
maybe language like: The GNSO Council proposes that ICANN work closely with the community to evaluate all of its capacity development programs, and add in the At Large to this list, including the ICANN Academy, so that such programs demonstrate how they bring in active participants to the ICANN community, both at the national, regional, and global levels.
[just a comment: if someone attends training on the DNS held nationally, as a result of ICANN outreach and then becomes actively engaged in the RIR events, or attends an NRI hosted training program that ICANN organizes, but never attends an ICANN meeting, that is still goodness.

The GNSO Council supports ICANN in its efforts to evaluate the future of becoming more fiscally prudent in all of its capacity development programmes, including the Fellowship programme, NextGen at ICANN programme, Global Indigenous Ambassador programme, and Community Onboarding programme. We support their proposed reductions in size and encourage ICANN to continue assessing the benefits of these programmes in terms of bringing active participants into the ICANN community relative to their cost. If there is doubt as to their benefits, we ask that ICANN refrain from further investments in these initiatives until such time as appropriate metrics, developed in consultation with the broader ICANN community, can be introduced.

I am sorry, but this draft disregards both of my oppositions towards the point of supporting the reduction of the fellowship and implying it is not fiscal prudent as it is, nor if they should stop or not the program. I commented both in the call and in the draft itself. I support that we debate and seek for better measurement tools to understand the cost benefit, but I do not support this preemptive conclusion before even using the tools we are demanding to have.
If it is not modified to reflect that there is not an agreement to start with regarding that point, I will have to oppose officially to its presentation or voting.
I won't speak for them, but in the call another ncsg councillor and a member of the csg also expressed such concerns.
