I strongly agree with this point. As per the charter for this group and the discussions we had in LA, the GNSO is THE forum for policy making for gTLDs and the GNSO Council is the manager of this process.
Such policy making and implementation needs to be well supported by ICANN and there is a reasonable argument that it is not sufficiently supported.
In line with what Michele has written below, some points to consider are:
- The overall proportion of the ICANN budget that is attributable to Policy Development and Implementation
- The specific support that is applied to effective policy making work. For example;
o Training of leaders
o F2F meetings
o Relevant professional expert assistance
o An annual GNSO Council Induction, Development and Planning session
- To the extent that such vital functions are not covered for in the core budget (and they should be), then the ABR should anticipate these
- Due consideration should also be given to anticipating and planning for the timely implementation of such PDP work
Too often there is talk of PDP’s being slow and inefficient. Part of that is due to a deliberate and thorough process. ICANN financial planning process has the ability to ensure that it is not due to unnecessary resource constraints.

I think this draft is much more robust, so thanks for your work on it.
One item that we may need to mention is in relation to additional support for specific PDPs. As you know the RDS PDP got legal advice a few months ago and there has been “chatter” about further advice being required. This is not an isolated incident and will probably happen with other PDPs.
The amount of progress that can be made in a “face to face” meeting, which has been piloted over the last couple of years can be considerable and is a better use of resources in my opinion than having a PDP WG drag on for aeons.
So I guess the “ask” is that we make sure that the budget comment clearly underlines the fact that policy development and management is a key activity and needs to be supported properly. While some can be planned well in advance, there will be some ad hoc requests as well.

I have prepared a new draft of our comment on the FY19 Budget. I would appreciate it if you could please review the attached file, and make suggested edits to the new Google Doc:

Please note that I have not resolved edits in the original Google Doc <https://docs.google.com/document/d/1ijZ0bKNxjD8tvM3I5TNZGQ71FJF1zkgoydROCFuFETE/edit?usp=sharing> ; there were so many comments and I did not want to delete any in case we need to refer back to these inputs. Note in particular the new angle that I have taken with CROP; I now raise only the process question, and Martin, please check the suggested edits to the bullet point on the fellowship. I have not removed the bullet point on language services however I have edited it slightly to make it clearer that we are supporting the staff proposal to slimline this spend. Finally, I have removed the bullet on the GDD Summit and NCPH Intersessional.
I hope this version of our comment resolves many of the suggested edits, comments, and concerns that have been raised over the past 48 hours.
