Realizing all are very busy, I just wanted to note that I made a couple of comments/that are indicated as [MSC: then comment]. I am not suggesting that these need to be accepted, but to offer a couple of explanatory thoughts.

I have made some further suggested edits to our document, and also re-arranged the bullet points, re-ordering them so those which concern the Council the most appear first.
