[Gnso-sc-budget] CCEG-IG Costings

I am sharing the below email, as I think it may be of interest to those who are not subscribed to the GNSO Council mailing list. I apologise for the cross-posting if you have already received it in your inbox.

So we can see that the cost implications of the Cross-Community Engagement Group on IG are minimal. However there was one question that Carlos noted in his original email that could not be answered, as ICANN has no easy way of retrieving this information:

· time/costs, meetings and travel that can be assigned to Executives & Board members engaged in IG issues, including but not limited ITU, other governmental multi-laterals, ISOC, GSMA and other private sector orgs, IETF and other quangos, similar activities

I think it would be useful if we could get more insights into how much ICANN spends on staff travel, particularly outside of ICANN meetings, along with, in aggregate form, what class of travel staff are using and how far in advance travel is booked. I do not doubt that this travel is essential and I do not want to curtail any that serves a legitimate business purpose, but I do think it would be useful for us to understand how much it costs to, say, have a delegation at the ITU Plenipot or the European Commission's High Level Group on Internet Governance. (I was reading the minutes of their meeting last week, and saw ICANN sent Los Angeles-based staff rather than Brussels-based staff to this meeting in Brussels.)

We do not need this information urgently; I understand there are going to be limitations to what information can practically be reported back; and local staff are not always going to be the appropriate expert to send somewhere. Nonetheless, I hope in the future, and perhaps as part of the FY20 budget process, we could have some more insights into projected staff travel expenditure (and/or real expenditure in the preceding fiscal year).

Thank you,

Ayden

This work occupies about 0.1 of the time of Desiree Cabrera (in LA) and perhaps 0.1 to 0.15 of Nigel Hickson’s time in Geneva; this is for the WG calls, held perhaps every 2 months or so, support on discussing issues and dialogue at ICANN and other meetings;

From what I understand it is compiled by an external consultant. I would also like to understand the costs associated with subscribing to various regulatory intelligence services; occasionally I have seen reports downloaded from Cullen International shared on the CCWG-IG list, but there may be other services that are utilized.
