[Gnso-sc-budget] 32 hours to get our next draft ready

Apologies, Ayden, all - seems I put comments in a previous draft in a
google doc. I've ported them over here to the doc at the link most recently
circulated by Ayden.

I have carefully read through the current draft and made some suggested
edits and a few comments. At a high level:

   - Rafik, Donna and I met with Goran one-on-one last week to catch up
   prior to ICANN61. We spruiked the value of our having gotten together in
   January to identify all ongoing activities and prioritise, and asked why we
   hadn't been requested by ICANN org long ago to provide this sort of
   information PRIOR to the budget being published, ie, to inform budget
   development. A hearty discussion ensued in which it was agreed by all that
   improvements are needed to make the budget process more robust. Hence I
   have proposed the addition of a general comment, now comment 2, at Goran's
   suggestion.
   - We specifically call out various activities (Academy, CROP) that are
   not clearly linked to policy development. Is this sound strategy for us,
   given that we start the comment with a very powerful opening paragraph that
   says: we know what our core business is, and we want to ensure that it gets
   prioritised! And then we go on to comment at length about things that
   aren't core business (policy development)

I have included Rafik and Donna in this email so they can see my approach
to integrating the discussion with Goran.
