[Gnso-sc-budget] [v. 0.9] Draft comment on FY19 Budget

Dear all,

I have prepared a new draft of our comment on the FY19 Budget in advance of tomorrow's call. This draft takes into account the feedback that has been shared with us from Councillors and Council leadership. Please note that there are still some unresolved comments; I will not try to resolve these and will instead await your input on how we move forward.
