[Gnso-sc-budget] Personal observations on ICANN org response to SCBO letter on the FY19 Budget

These are my personal observations on the comments received from ICANN org in response to our letter on the FY19 Budget.
On personnel costs, I take objection with how our comments about headcount were mischacterised, and do not believe the response has addressed the concerns that we, and far as I am aware, everyone, in the community raised.
I am not satisfied that ICANN org has committed to evaluating the success (or lack thereof) of its capacity building programmes like the fellowship or NextGen. The response received I would describe as 'tone deaf' to our concerns.
On our request that ICANN document the effectiveness and efficiency of its activities, ICANN is claiming to be special ("ICANN is a unique organization, so market trends and industry benchmarks do not always apply"). I disagree. ICANN sees its peers, in terms of how it targets its compensation levels, as industry, so it should set similar accountability levels. I think this is an obvious positioning for low scores in future Accountability Indicator indexes, because ICANN org is neither effective nor efficient.
