[Gnso-sc-budget] Final Proposed FY19 Operating Plan and Budget

Ayden, fair play here on the fellowship. It was not just fellows, and fellows are part of the community. The program was cut, from the current 60 to 45. The 30 was the drafted version, so they did make a cut and a very significant one.
