Thank you for the comment. I will defer to the SCBO and Council leadership for any final determination, but I thought I would pass along a few points as to why the Council chose to submit a comment for FY19.
First, the CSC and RZERC are the most visible aspects to the GNSO Council as it relates to budget allocation and operations of IANA/PTI. However, as you note, substantive comments on IANA/PTI will be filed by the SGs/Cs and I think most will agree this has very little to do the managing policy from the Council perspective. Secondarily, Council leadership thought it best to make a general comment of acceptance because the GNSO is a Decisional Participant within the Empowered Community and it would be the IANA Operating Plan and Budget that would be subject to a possible rejection petition should that occur.

Can someone help -- why the IANA/PTI budget public comment falls within the GNSO policy remit?
I am sort of "just not sure", so want to hear the rationale. Primarily the highly technical aspects of operating these functions obviously affect the core responsibility of ICANN, but are not directly about gTLD policy.
They are critical, and the GNSO's SGs/Constituencies will be responding, as will the SSAC, CCNSO, ALAC, etc.
Not in any way to suggest that these issues are not critical. BUT, I am not sure that they fall within policy role of the GNSO policy council...
I stand by to contribute, as that is determined. It is easy to slip into mission creep. Our comments could be about how important these functions are, so that policies that the GNSO Council develops can depend on the secure, reliable, resilient operation of said functions.... and that ICANN should be guided by the comments from the relevant parts of the ICANN community.
but, looking for explanation of the policy role here.

Attached you will find a beginning draft for FY20 and the final version of the FY19 comments submitted last year. Similarly, the SCBO will prepare a draft of comments for review by the GNSO Council on the mailing list as the public comment closes prior to the next GNSO Council meeting on 29 Nov.
We’ve scheduled an SCBO call for 05 November at 13:00 UTC to review and discuss the draft budget documents. We should probably have the draft agreed to and sent to the GNSO Council by 07 November 2018 to allow them plenty of time for deliberations on the mailing list.
FY20 as compared to FY19 is mostly similar with only a few adjustments in travel and professional services. There are two primary documents to review:
