Colleagues,
In relation to the on-going evaluation of the activities of our Standing Committee, please note the exchange relative to further collaboration between the SCBO and ccNSO’s Strategic and Operational Planning Standing Committee (SPOC).
Giovanni, chair of that SPOC suggested an informal gathering at ICANN 63, which I would intend to respond to positively. Your views would be welcome during our Monday call.

The SOPC was formed about a decade ago and contributed significantly to refine the ICANN Strategy and Operating Plan process.

Hope this finds you well.
Apologies for getting back to you a bit late on this but I wanted to have a preliminary exchange on possible exchange between the ccNSO Strategic and Operational Planning Standing Committee and the gNSO Standing Committee on Budget and Operations.
As I understand it (I’m only liaison from GNSO council for a short time…), despite the SPOC is not only older than the SCBO but in absence of “consistuencies” which may have their own individual views on something like the budget, I guess it has a somewhat broader remit but there may be avenues for cooperation or coordination. Katrina also suggested that the two committees may get together somehow in Barcelona to discuss this.
Your thoughts on these would be appreciated.

Thanks for brushing up my memory on SOPC... It would be good to have Giovanni's views on this next week. In the meantime I'll discuss the idea of meeting up with the GNSO SCBO in Barcelona, I think it's a good one. The remit of the SOPC seems a bit broader, I'm sure there would be interest in experience sharing, possibly more.

As you may know, since 2008, the ccNSO has the Strategic and Operational Planning Standing Committee (SOPC), https://ccnso.icann.org/en/workinggroups/sopiwg.htm, formerly known as SOP WG. They regularly submit comments and meet with Xavier and his team. I am sure that both groups would benefit from information/experience exchange. Giovanni, the chair of the SOPC, currently is on holiday. Next week he will be back and will be able to address your question more constructively.
Maybe both groups can meet in Barcelona, for example, SCBO could join the SOPC meeting and discussion?

Hi, all-
Firstly, thanks to Berry for this summary and for preparing a first draft of this report.
On our call today we thought it prudent to take the questions in Section 1.4 back to our respective Stakeholder Groups/Constituencies for feedback. (I have copied and pasted the questions below, for easy reference.)
Could you please consult with your part of the community, and bring any comments back to our mailing list by Monday, 13 August? We can then look over all of the comments and based upon your feedback I will draft up some common recommendations for your review with a view to submitting these, once finalised, to the GNSO Council.
Our next call will be on Monday, 20 August and I hope we can spend this call wordsmithing those recommendations. Once the language is a bit more final, we should still have another two weeks left to accept edits or comments on our mailing list, ahead of the document submission deadline for the Council’s September meeting.
Please let me know if you have any concerns regarding this path forward. Thanks!

Questions to Consider
In reviewing the SCBO’s activity, lessons learned, and potential changes to its charter, the following questions should be considered:
* Should the SCBO continue to exist?
* Does the charter need to be amended? If so, how?
* Was there adequate representation from the Council?
* Was participation from SG/C subject matter experts who were not Council members helpful?
* Should the Council submit comments without objection or create a motion for adoption?
* Should proposed comments be more precise?
* Should collaboration with the CCNSO be established?
* Was collaboration with ICANN’s Finance team useful and are changes required should the SCBO continue?
* How do we better understand when the GNSO Council should be making comments vs. comments submitted from SGs/Cs and avoid overlap or competing positions?
