Thanks for this 'advisory' alert. Consistent with the ToR for the SCBO, only comments related to the GNSO Policy Coordination and to the Council's work as a part of the Empowered Community would be within our "mandate".  The responsibility for broader review of the Community Travel Support Guidelines lies with the SO/ACs and as you noe, many of the SGs/Cs, and also ACs submitted comments.


We should be focused only in this SCBO on that which affects the policy development/coordination role of the GNSO Council, not try to compete with or take over the work from the broader community.


Again, I appreciate your mentioning the delayed submission by staff of the report, as it could have been overlooked, otherwise, given how busy everyone is.

You might remember that back in May of this year, the community was given the opportunity to comment on the Community Travel Support Guidelines. The SCBO did not submit a comment on this issue (nor did the GNSO Council), but many GNSO SGs/Cs did and it is possible, depending on what results from this process, that there could be implications for the GNSO that we may wish to be aware of.

The comment window closed after 47 days. 60 days have now passed, and no staff report summarising the comments has yet been published. I will share the staff report on our list once it is circulated so we can assess any potential implications for the GNSO which we may or may not wish to take forward in our comment on the FY20 budget (should the SCBO still be chartered).
