With that clarification, I agree that travel support has significant implications for the ability for the work of the GNSO Councilors in fulfilling their roles, especially given the very heavy workload that the Council carries.
It is strange that the report is delayed, I fully agree.
I was also disappointed to see that more recently, staff have started removing some of the information [details] which was also raised as a concern earlier, and I do think it is a very valid concern as well.

Hi Marilyn,
I agree that the SCBO should “not try to compete or with or take over the work from the broader community,” and I did not mean to suggest that. I’m sorry for the confusion if that was the impression you received.
All I was suggesting was that, should we still be chartered, when we review the proposed FY20 budget later this year, we consider the implications for GNSO policy coordination and development (if any) that are impacted by the final travel support guidelines and that we wish to take forward in our comment.
It is possible that there will be nothing we feel a need to take forward. But the continued delays in publishing this report do lead one to wonder what could be happening behind the scenes. Could there be drastic changes afoot, being debated internally?
Or maybe it’s just a case of another missed deadline.
Kind regards,
Ayden

Ayden,
Thanks for this 'advisory' alert. Consistent with the ToR for the SCBO, only comments related to the GNSO Policy Coordination and to the Council's work as a part of the Empowered Community would be within our "mandate". The responsibility for broader review of the Community Travel Support Guidelines lies with the SO/ACs and as you noe, many of the SGs/Cs, and also ACs submitted comments.
We should be focused only in this SCBO on that which affects the policy development/coordination role of the GNSO Council, not try to compete with or take over the work from the broader community.
Again, I appreciate your mentioning the delayed submission by staff of the report, as it could have been overlooked, otherwise, given how busy everyone is.

Dear all,
You might remember that back in May of this year, the community was given the opportunity to comment on the Community Travel Support Guidelines. The SCBO did not submit a comment on this issue (nor did the GNSO Council), but many GNSO SGs/Cs did and it is possible, depending on what results from this process, that there could be implications for the GNSO that we may wish to be aware of.
The comment window closed after 47 days. 60 days have now passed, and no staff report summarising the comments has yet been published. According to this page<https://nam01.safelinks.protection.outlook.com/?url=https%3A%2F%2Fwww.icann.org%2Fpublic-comments%2Ftravel-support-guidelines-2018-05-30-en&data=02%7C01%7C%7C6f6a79aa5f744215a40808d61a221f3d%7C84df9e7fe9f640afb435aaaaaaaaaaaa%7C1%7C0%7C636725131178166839&sdata=2aScgR7xMcbDbuRkNs%2B7HCtxbkJzr62YT1mWjgbFG1o%3D&reserved=0> a staff report will be published on 19 October, which would be 95 days after the public comment window closed (or roughly twice as long as the community was given to comment in the first place).
I will share the staff report on our list once it is circulated so we can assess any potential implications for the GNSO which we may or may not wish to take forward in our comment on the FY20 budget (should the SCBO still be chartered).
Best wishes,
Ayden Férdeline
