[Gnso-sc-budget] Responses to GNSO Council Comments on Draft FY20 Budget

Hi All,

Apologies for the delay.

Please find attached a reconciliation of GNSO Council comments with
responses from ICANN org for the draft FY20 Budget and Operating Plan.  I
pasted the table after the Council's comment page and then added the
respective response in addition to the pointer to aid in reading.  I also
added a small exchange from Kobe when the Finance team presented to the GNSO
Council at its Sunday working session.  I've also attached the public
comment report for easy reference.

The SCBO should consider whether any lessons learned or other feedback on
this budget cycle should be provided to the GNSO Council for its
consideration.
