[Gnso-sc-budget] strategic plan - new round of gTLDs

Dear all,
Strategic Objective 3.4 is "Plan a properly funded, managed, and risk-evaluated new round of gTLDs."
On our call today I expressed concern that this seemed to me a pre-determined outcome, so I was unsure how we should respond. However (and I am paraphrasing here) ICANN staff noted on the call that the 2007 applicant guidebook and new gTLDs committee final report always called for there to be a mechanism for a subsequent round.
In order to move us forward, John McElwaine suggested that instead of the word "plan", we could change this to the word "evaluate," and change "risk-evaluated new round" to "implemented expansion," i.e. "Evaluate a properly funded, managed and implemented expansion of gTLDs."
I would like to propose that we adopt John's language here, and thus suggest we insert the following bullet point into our comment:
- The GNSO Council acknowledges the Targeted Outcomes and Risks, but can only accept this outcome subject to the satisfactory completion of relevant policy development work first being undertaken. Accordingly, we request that this objective be reworded so as not to pre-suppose any outcome: "Evaluate a properly funded, managed and implemented expansion of gTLDs."
Can you please advise if you have any concerns with this new language. Thank you.
