[Gnso-sc-budget] latest draft - Strategic Plan comment

Hi all,

Please find attached the current draft of our comment on the Strategic Plan, where I have adopted the language that was shared in the recent threads to our list. The only other change was to Strategic Objectives 4 and 5, where I changed "do not object" to "support" in order to have a more uniform, positive tone throughout the document.

We need to get this to the GNSO Council ASAP for its consideration. I plan to send this to the Council's mailing list on Wednesday morning, so can you please advise by 23:00 UTC tomorrow (Tuesday 5 February) if you have any concerns or requested edits. Thank you.
