Can Berry post the submission from the Chair/GNSO Policy Council, to this list?
If it is substantially based on our work, which I truly hope it is, I think that we can find our work relative and meaningful.
We do a lot of meaningful work. Let's not lose that.

Subject: Re: [Gnso-sc-budget] Public Comment - 2 Year Planning Process
I am not sure that the SCBO is in a position to prepare this comment.
Given that neither of our comments, on the Budget or the Strategic Plan, were submitted, I think it is only prudent we first have a discussion to reflect on what went wrong and whether our charter offers us sufficient independence before we prepare any further comments.
If we have a call on 25 February, that would be a discussion I would be happy to lead. However I do not anticipate us being able to immediately go on to prepare a comment on this planning process, and to develop something that both we and the Council will be satisfied with and thus able to submit.
That said, I am open to other views, and I have not yet communicated the above concerns to Council leadership.

Hi All,
As an FYI, there are discussions at the GNSO Council about having the SCBO create a draft of comments for the first consultation on a 2 Year Planning Process https://www.icann.org/public-comments/two-year-planning-2018-12-21-en<https://nam02.safelinks.protection.outlook.com/?url=https%3A%2F%2Fwww.icann.org%2Fpublic-comments%2Ftwo-year-planning-2018-12-21-en&data=02%7C01%7C%7C29ce3abd7ed64831233c08d694ad8307%7C84df9e7fe9f640afb435aaaaaaaaaaaa%7C1%7C0%7C636859870276286470&sdata=MpniVZDLj3PGePNqrps50IdRlC4JPVvAQyRKmtDfHZo%3D&reserved=0>. The comment period closes on 20 Feb 2019, but we have been granted a two week extension. The GNSO Council will discuss this as part of its meeting agenda next Thursday. You will soon see a calendar invite for 25 Feb 2019 at our usual time to act as a placeholder should the GNSO Council want to proceed.
If you have not read through the consultation paper, it frames the issue and provides a series of questions to be considered. It should be noted that this is more about operational planning across the community over the two the years and less to do with budgeting or costs of it. Of course, the two will eventually be aligned in future consultations which is more about what the SCBO is chartered. As you¡¯ll see by the questions in the paper, you¡¯ll notice this aligns well with the strategic planning of the GNSO Council, as well as, some PDP 3.0 tasks. Thus, this public comment is important and timely.
Should the SCBO be tasked with this, I¡¯ll collate appropriate work products, such as the projects lists and other sources we use to manage our work to help inform the groups the discussion. I¡¯m sure the Council members on this group will also have input to contribute.
Stay tuned.
Thank you.
