[Gnso-sc-budget] Fw: Edits for GNSO - SC budget comments - MSC

Apologies if this is a duplicate. Having a few email challenges.

I also was not able to ensure the use of mark up/edit, but if you copy into word, you should get the mark up/full edits.

I also highlighted a couple of sections that I have concerns about, including a reference to an external source that is not well reputed across the Constituencies. That issue may be a valid question but I am not comfortable with citing an external source unless everyone has read it and checked its sources.  If there is a question, however that can be constructed -- e.g. : the role and responsibilities of all contractors should be clearly identified, as well as the purpose of their retention; their deliverables, and the costs of their services, and whether there was a competitive procurement process.

Some contracts may be of a level that does not require a competitive bid process and lower cost does not necessarily mean high quality services. do, I'd prefer to understand what this paragraph is about, and whether it is specific to the GNSO policy process or should be instead referred back to the constituencies/SO and Acs for consideration.

Otherwise, my edits should be understandable.
