I am forwarding the below email for information purposes only.
Here we have a GNSO chartered working group, where a representative of another Advisory Committee is requesting GNSO resources in order to participate in this process. From a review of the travel reports I understand this individual typically flies business class at ICANN’s expense.
I flag this because I have been asking that ICANN break down its budget by SO/AC. As this is a GNSO process it might seem logical that his travel funding would be attributed to the GNSO, but I think this is something that should be attributed to the GAC, given the individual’s affiliation and interests.
Whether or not it is appropriate for representatives of sovereign states to accept ICANN funding is another matter altogether. And I do not object to other SO/ACs receiving travel support.
But I do not want to see any reports attributing the expense of broadening participation to another SO/AC (for example) being reflected in a GNSO line item. GNSO resources should, in my view, be reserved exclusively for the GNSO.
It is difficult to understand how much other SO/ACs cost ICANN when their expenses are borne by us, or wrapped up in other line items.
