[Gnso-sc-budget] small edits to comment

Hi,

I have made two small edits to the version of the our comment on the budget that I have just sent to the GNSO Council mailing list. One was to insert the word 'the' into paragraph 4 of page 1, as it improves readability of the sentence. The second change was to change 'moving forward' to 'accordingly' in paragraph 5 of page 1, as we had used the word 'moving forward' in the sentence immediately before that one.

I hope this is okay. Please let me know if you have any concerns.
