Please find attached a first draft of our comment on the Strategic Plan.

We will review this document on our call on Monday. In advance of this call, please also review the [proposed strategic plan](https://www.icann.org/en/system/files/files/strategic-plan-2021-2025-draft-20dec18-en.pdf) for 2021-2025 and the accompanying [backgrounder](https://www.icann.org/en/system/files/files/strategic-plan-2021-2025-backgrounder-17dec18-en.pdf).

Please review this as a matter of urgency, as we will need to get a comment to the Council by this Thursday, 31 January in order to allow the Council sufficient time to review our text ahead of the comment window closing on 11 February. Thanks.
