* The Technical Study Group on Access to Non-public Registration Data was formed to explore technical solutions for a possible unified access model, where ICANN would determine whether a third-party’s request for non-public registration data would be approved to proceed and, if so, ICANN would then route that data from the relevant registry/registrar to the requestor.
* The idea arose in response to general community support received at ICANN63 and in other community discussions for ICANN org’s development of a possible unified access model, including one in in which ICANN would serve at the center of requests for non-public registration data.
* The Technical Study Group is not tasked with developing policy or determining which third parties may be authorized to gain access to non-public registration, nor how they may be authenticated.
* The group’s aim is to develop a technical method in order to determine whether a unified access model would be possible under the European Union’s General Data Protection Regulation and, if so, whether such a model would diminish the legal liability for the contracted parties who collect domain name registration data.
* The work of the Technical Study Group and ICANN org’s work to obtain feedback from the community and European data protection authorities about a possible unified access model does not replace the multistakeholder policy development process, including the ongoing work of Expedited PDP which plans to work on a standardized access model after certain gating questions are resolved.
* Due to the highly technical nature of the work, the group’s membership was limited to ensure a focused and productive discussion.
Regarding the travel of the group to ICANN 63 – Kobe:
As the Kobe meeting is near the culmination of this group’s work, and they plan to present their proposed specification to the community there and solicit input to adjust the spec as appropriate, it was decided it would be appropriate to have the full team travel to Kobe for a public engagement session and a half day face to face meeting, in addition to meeting with SOs/ACs to present their work.

I am sharing the below email for information purposes.
This "study group" has access to seemingly unlimited resources, with face-to-face meetings in Washington DC this month and next month, as well as travel funding for all their participants to Kobe. While I do not begrudge any of this, I note that GNSO working groups do not have access to such substantial resources. This inequality is striking.
Furthermore, the "study group" appeared out of no where, as no mention of it could be found in the budget documents for this fiscal year.

You should have already booked your travel for our face-to-face in Washington, DC next month. If not, please do so soon.
Please be on the lookout for an email from Constituency Travel today for travel to ICANN64 in Kobe and book your travel as soon as possible. Regarding Kobe travel, the approved dates of travel are 9 – 15 March. We likely cannot get the entire group into the same hotel, but you will be booked in one of the hotels listed on the meetings webpage.
