Thanks for all your work here.

regarding: "*Operating Initiative: Promote and sustain a competitive
environment in the Domain Name System."*

I disagree with adding this statement: "Until this process concludes it
would be premature for the Board or ICANN org to operate under the
assumption that a future round will take place"

I think this is sending the wrong message and it should be removed or
re-worded.

It is imperative that the Board and ICANN org ASSUME that a future round
WILL take place and be planning accordingly.  The community is expending a
significant effort here and it would be folly for the Board and ICANN org
to have a "wait-and-see" attitude.  Otherwise they will be blamed for
delays (see your GDPR comment)
