Thanks - I believe it has been updated, as the links now work for me.

Just a small piece of feedback, not just for the Finance team but for ICANN org in general - it would be useful to have proper version control in the future for all documents so that we know precisely whether or not a document has been updated. Even for small changes like this.

Now that the document has been updated, I have been able to follow the hyperlink and investigate the [DIDP that was referenced](https://www.icann.org/en/system/files/files/didp-20181112-1-bopanna-response-12dec18-en.pdf) on page 10. I do not believe ICANN org responded in a helpful manner to 4 out of the 5 questions. The Center for Internet and Society asked very clearly, "Has any individual received the ICANN Fellowship more than the stated maximum limit of 3 times?" ICANN org did not answer this question, which I worry might leave some with the mistaken understanding that no individual has received an ICANN fellowship more than 3 times.

I have done the research and attached my findings to this email. I believe there are 44 individuals who have received fellowships (as recently as Kobe and for the coming Marrakech meeting) in breach of the fellowship program guidelines. I understand why this happened in the past under 'previous management' but now that the fellowship program has new leadership, I'm surprised this is still an issue.

But things like this happen. It should not be the community's responsibility to have to monitor program compliance. ICANN org should not be awarding fellowships contrary to the agreed program guidelines, and there should be some kind of internal audit in place to prevent this from happening. And perhaps more importantly, DIDP requests should be responded to fully and truthfully, even when mistakes are made. There is nothing in shameful in ICANN opening up and acknowledging a mistake has been made. But misleading answers, or simply not responding to clear questions, does not demonstrate a culture of accountability. Thanks.
