Dear SCBO,

 

Per the action item from our last call to better understand why NCAP is
mentioned under the Functional Activity of Policy Advice and Development,
please find below a response.

 

You may recall that the SSAC advice contained a 3-phase approach where the
Board subsequently resolved to proceed with Phase 1. The outcome of phase 1
will determine if subsequent phases will be required. At this point, there
is no certainty that the additional phases will proceed and therefore it was
not included in the OCTO section of the 5YS&OP. Of course, should phases 2 &
3 occur, the OCTO department will lead those efforts. As to why the NCAP is
listed under the Policy Advice and Development section is more to do with
inventory of Policy department operations. The Policy department supported
the original SSAC advice. For Phase 1, the Policy department provides staff
and secretariat assistance to the OCTO team throughout the implementation
process, similar to the way they assist the Implementation Review Teams led
by GDD in the implementation of consensus policies. No additional resources
beyond the standard operational budget were allocated to the Policy
department to provide these services.
