Hi All,

 

This is just a reminder of the upcoming webinars on the 5YS&OP + FY21 draft budget and operating documents.  There are three scheduled sessions, two this week and one next week. See below for times and remote participation links.

 

We also have our next SCBO meeting scheduled for 15 Jan 2020 at 21:00 UTC. Please come prepared with your questions and suggestions regarding the GNSO Council possible position on the planning documents. I will send out an agenda early next week and include a blank template to begin populating possible comments.

 

I reviewed all the documents over the holiday break and in preparation for the GNSO Council’s SPS in a few weeks. While all the planning documents should be viewed by the Council, the following points have direct connections to the activities of the GNSO and GNSO Council:

 

STRATEGIC OBJECTIVE 2: 

Improve the effectiveness of ICANN’s multistakeholder model of governance

 

STRATEGIC GOALS:

*	2.1. Strengthen ICANN's bottom-up multistakeholder decision-making process and ensure that work gets done and policies are developed in an effective and timely manner.
*	2.2 Support and grow active, informed, and effective stakeholder participation.
*	2.3 Sustain and improve openness, inclusivity, accountability, and transparency.

 

OPERATING INITIATIVES:

*	OI #3. Evolve and Strengthen the Multistakeholder Model to Facilitate Diverse and Inclusive Participation in Policymaking = $3.0 M- $5.5M over 5YSP
*	OI #4. Evolve and Strengthen the ICANN Community’s Decision-making Processes to Ensure Efficient and Effective Policymaking = $1.0M - $2.0M over 5YSP
*	OI #14. ICANN Planning = No extra $$ allocation over 5YSP

 

FUNCTIONAL ACTIVITIES:

*	Functional Activity: Policy Advice and Development = 35 FTE @ $5.3M, $1.7M non-Pers, Total @ $6.9M (Appx. 11 FTE allocated to GNSO) [Non Personnel Expenses include Travel & Meetings, Professional Services, Administration & Capital]
*	Functional Activity: Constituent and Stakeholder Travel = $2.7M; (49 headcount for each of three ICANN meetings + other SO/AC events)

 

A review of Appendices A & B should also be reviewed closely. A contains a current and forward looking tools of policy and review efforts across the five years. For those familiar with the GNSO Council’s SPS, this tool mimics what we’ve tried to show with the “scary spreadsheet”. It will be a topic of discussion at the next SPS as well. Appendix B contain full details of the “Evolve the Multistakeholder Model” plan. This directly affects the GNSO and as noted above with OI #3 has a dedicated budget over the five years.

Due to the change in the Public Comment period for the Draft FY21-FY25 Operating and Financial Plan and Draft FY21 Operating Plan and Budget from Tuesday, 17 December 2019, to Friday, 20 December 2019, ICANN org has prepared an overview of the documents to provide information that may be helpful prior to the release of the complete drafts.  In addition, the Public Comment period has been extended by 7 days to 58 days (excluding holidays) to give the community more time to review the documents
