[Gnso-sc-budget] OFP Issue 4

Hello John,
I’ve been going over FY22 OFP regarding this issue and I think the text as it is is quite comprehensive and could not find anything else to add.
What I think should be noted is our comment for FY21:
"As an initial matter, with respect to Policy Development and the total budget for FY 21 is the same as for FY20, $6.9 and 35 FTE.  There is a difference in the allocation, Personnel increased in $0.3 and Non Personnel decreased in the same amount.  We suppose this is due to an increase in the cost of Personnel, but that should have been considered with an increase of the whole budget.”
For FY22 the situation in Policy Development and Advice is exactly the same, so in two years the budget for Policy Development has remain the same while the personnel cost has increased in $0.6 millions, which in real terms is a reduction in the total budget of almost 10%. I think it should be mentioned.
