Dear SCBO,

In further preparation for our call tomorrow, I wanted to summarize the areas that we commented upon last time<https://community.icann.org/display/GCSCOIBOP/2020-11%3A+Draft+PTI+and+IANA+FY22+Operating+Plans+and+Budgets> and provide some areas of discussion:

  1.  We pointed out that the there was no line item for a new subsequent round of gTLDs, although we noted it was unlikely to happen in FY 22.

Issue:  We need to discuss whether a similar comment is timely or relevant to FY23.

  1.  We stated that it was the GNSO Council’s expectation that PTI will continue to focus on service improvements, although we noted the budget had $600,000 for such efforts.

Issue:  This appears to be continued.  See “Operational Excellence” section of PTI Budget at pp. 12-13.   It clear that  FTE’s are dedicated to this effort but we may need to explore the documents for greater detail.

  1.  We recommended that PTI provided more details on such improvements and could also indicate the expected end date of similar projects going forward (if they had an end date).

Issue:  Detail is provided in PTI Budget at p. 12.  Is this sufficient for the SCBO.

  1.  We were concerned that the PTI-IANA Budget did not discuss the impact or have a risk analysis of the COVID-19 pandemic on the PTI-IANA Budget. For instance, the GNSO Council understood that during fiscal year 2021, one of the key signing ceremonies was subsequently delayed due to travel restrictions and ultimately conducted remotely. The GNSO Council requests that PTI provide a risk analysis and possible implications to  their operations and budget should the pandemic continue into FY2022.

Issue:  COVID-19 appears to have been taken into account at PTI Budget pp. 4, 11 and 14.  Are there other concerns that the SCBO has?

  1.  We requested that the next Budget correlate the Objectives or Target Outcomes from the PTI Strategic Plan FY21-24<https://www.icann.org/en/system/files/files/pti-strategic-plan-2020-2024-15sep20-en.pdf> with PTI-IANA Budget’s expenditures.

Issue:  “Activities in this plan are now aligned with the objectives defined in the dedicated strategic plan published in September of 2020. This effort helps prioritize existing and upcoming projects and operational initiatives according to the targeted outcomes intended to be achieved by the end of fiscal year 2024. The activities laid out in the FY23 plan are an output of that review which will now be divided into four areas of focus: operations, technical services, operational excellence and governance.”  This appears resolved.

Also to discuss, I note that IANA OP and Budget states:  The additional components of the FY23 IANA OP&B are IANA support activities that are performed by ICANN org and excluded from the FY23 PTI OP&B:

● Logistical support for community oversight groups like the Customer Standing Committee (CSC); review committees and teams such as the Root Zone Evolution Review Committee (RZERC), IANA Naming Functions Review (IFR) and the CSC Effectiveness Review.
● Costs relating to the Root Zone Maintainer Agreement
● Activities supporting the continued evolution of the root server system
● Support for policy development work that will have a direct impact on IANA service delivery

The total cost for the IANA support activities is $0.6M. See IANA Budget at p. 5.
