GNSO Council notes the restructuring of reporting for FY23, which aligns with the objectives defined in the strategic plan published in September 2020, and which divides reporting into four areas: Operations, Operational Excellence, Technical Services and Governance.  We believe this categorization will assist in better articulation of PTI work going forward.  We also note that within Operational Excellence, as stated on Pag 12 of the Draft PTI FY23 OP&B that “FY23 work is planned to stay consistent with previous years with structural enhancements to align with the PTI Strategic Plan and overall maturity level of PTI:” 

 

In the GNSO Council comment for FY22, we stated our expectation that PTI will continue to focus on service improvement as a culture and that PTI will continue to invest in incremental improvements to its service delivery platforms; for which $600,000 was allocated to include modern tooling to improve the customer experience, provide new self-service capabilities, reduce the risk of error, and improve operational workflows within the processing teams.  

 

For FY23, while many of the items from our previous submission would appear to be divided among Operations, Operational Excellence and Technical Services; there is no reference to budgetary allocations to individual incremental improvements that would demonstrate consistency with previous years other than the assignment of FTE staff.  

 

While FY22 provided details of specific improvements, FY23 does not.  Accordingly, GNSO Council requests clear understanding of improvements planned for the coming year and the identification of budget allocated to each and, where appropriate, start and end dates for each improvement.

Please find below today’s action items. Note, we have scheduled an additional SCBO call for 20 Oct 2021 at 12:00 UTC.

 

Action Items due by 15 Oct 2021 at 23:59 UTC:

 

1)

Tim Smith to review Items #2 & #3 if the FY23 appropriate accounts for details asked in FY22 regarding IANA/PTI’s Service Improvements and Operational Excellence activities.
We stated that it was the GNSO Council’s expectation that PTI will continue to focus on service improvements, although we noted the budget had $600,000 for such efforts.
 Issue:  This appears to be continued.  See “Operational Excellence” section of PTI Budget at pp. 12-13.   It clear that  FTE’s are dedicated to this effort but we may need to explore the documents for greater detail.

 
We recommended that PTI provided more details on such improvements and could also indicate the expected end date of similar projects going forward (if they had an end date).
               Issue:  Detail is provided in PTI Budget at p. 12.  Is this sufficient for the SCBO.

 

 

2)

Maxim Alzoba to review item #4 to determine if the FY23 IANA/PTI draft documents adequately account for the impacts due to Covid-19
We were concerned that the PTI-IANA Budget did not discuss the impact or have a risk analysis of the COVID-19 pandemic on the PTI-IANA Budget. For instance, the GNSO Council understood that during fiscal year 2021, one of the key signing ceremonies was subsequently delayed due to travel restrictions and ultimately conducted remotely. The GNSO Council requests that PTI provide a risk analysis and possible implications to  their operations and budget should the pandemic continue into FY2022.
Issue:  COVID-19 appears to have been taken into account at PTI Budget pp. 4, 11 and 14.  Are there other concerns that the SCBO has?

 

3)

Damon Ashcraft and John McElwaine to draft a question(s) regarding travel support for PTI Board members to ICANN meetings and post to the SCBO mailing list.

 

As noted on the call, the group needs to determine if these issues are within the remit of the GNSO Council to respond to the public comment proceeding. If so, staff will produce a draft for review at our next meeting and for quick turn-around to the GNSO Council for review to meet the 25 Oct. 2021, 23:59 deadline for submission of comments.
