Funny how we've come to diametrically opposed conclusions.

To the extent that, as one commenter put it "resolution of ICANN’s 
accountability issues as a necessary prerequisite to the transition" - 
it sure seems to me that resolution of accountability issues is a 
concern of the ICG.

Beyond that, accountability has large implementation component - which 
could easily effect ICAN transition.  For example, when I take on an 
engineering contract, accountability is almost always built into the 
contract, and by extension, into planning and execution - testing, data 
collection, reporting, delivery approval, decision making, negotiation 
and renegotiation of requirements/terms/conditions/etc - all of those 
are part an parcel of doing the job.  Again, how accountability is 
reflected in IANA operations would also seem to be on the ICG's plate.

Beyond that - if not here, then where is the place for accountability

Particularly in that there does not seem to be a parallel email list or discussion forum focused just on accountability issues.
