Dear All:
I want give a short comments and apologizing for late response, after vacation time.
I want to say that I saw the Sandra`s email and I agree with her addenda in red, also I agree with comments made by Hong in relation with limit the participation of EE and encourage the participation of ICANN community members as faculty member.
However & sometimes the EE could be ourselves, because our time in charge is limited.
On the other side I think we need to focus on the curriculum, but I think this is a next step in our discussion into WG.

Staff coped effectively during the AFRALO capacity building workshop in Dakar. I don't see why it can't do the same during ICANN Academy training programs. Limiting use of EE will cut cost.

proposal is quite thoughtful to me. Fully agree to be focusing on b) training for new officers.
I assume it refers to 1) "newly appointed ICANN high-level staff"; 2) newly-selected/elected officers in ICANN constituencies (Board, ACs, SOs). Perhaps the traning for these two categories should be separated for they have different missions in the ICANN ecosystem.
I'm not sure if ICANN staff could be included in the faculty to provide the training. If included, would that be implications for the budget required? Staff
are already paid employees performing the duty. I assume the faculty be primarily from the ICANN community, limiting the use of EE.
I'm sure most WG members will be interested in knowing any update from the Program Committee, which consists of 5 (?) most distinguished experts in this regard.

Please allow me some remarks in regard format
of an ICANN Academy:
The development of an ICANN Academy as a wider approach
including online trainings to reaching out to a wider community was raised many
times by many WG members. It was demanded that the term “ICANN Academy”
should cover a more inclusive capacity building programme, than a 20 h lecture course
for future officers only. I agree generally with this approach, it was even
included it into the first proposal which is online since August 2011.
See:
a)
a general
introduction into ICANN course for newbie’s (based on the existing
lectures for participants in the fellowship program (financed by ICANN)
b)
an
enhanced 20 hours lecture programme for new appointed ICANN officers for the
board, councils and advisory committees (financed by ICANN)
c)
a general
programme for interested individuals (financed by participants fees and
sponsors)
Based
on this proposal we were specifically asked to work on point “b” ,
because “a” is in place already (fellowship programme) and for
“c” there are at least various elements already existing or under
development (existing Webinars, Capacity building programme like for AFRALO in
Dakar). I agree that the programmes under “a” and “c” must
be improved and developed, and we (At-Large) should keep this as a focus. The
overarching idea should be to harmonise these different efforts
(a,b,c,…maybe d…). To develop an inclusive programme based on the
existing structures, it is a long term process and could be a future task for
ALAC to work on. We should underline this in our final proposal as an option
for development. The programme committee discussed, if we should rename the
project and decided to keep the name “ICANN Academy”, as it reached
already some kind of recognition within ICANN.
Our
proposal includes two key issues:
1.
Knowledge transfer to
incoming ICANN officers from all constituency’s, also board members
2.
socialising aspect to foster
the cross constituency’s collaboration during
their active term
The format of this “base camp” should be rather
simple with less technical and logistical equipment. The aim is to keep faculty
and trainees together to foster dialogue. They should be accommodated separately
and isolated from the ICANN meeting venue to experience the group intensively.
Glenn formulated a bunch of important
questions in confluence. Some of them are answered in
the existing proposal already (see: https://community.icann.org/display/Improve/ICANN+Academy+Proposal
) but some need to be discussed in the WG. I like to engage the discussion in
the WG and copy paste these questions in this email, amending some remarks in red:
