[ICANN-CSC] CSC announcement list?

Hi Liman, 

Thanks for suggesting a CSC announcement mailing list , i don't recall that such a proposal was discussed but I also have a bad memory so I stand to be corrected.

My preference would be to use "CSC-announce" instead of "csc-comment or csc-contact".
