[ICANN-CSC] Strawman Internal rules CSC

I’ve made some amendments on top of Elise and James.  These are:

- removed introductory text that is best left in the naming functions agreement
- removed duplicate text 
- clarified some minor points
- removed the contradictory part about 4 people approving.
