[ICANN-CSC] Proposed terms of reference CSC charter review

Dear all,

Please find included the Terms of Reference for the review of the CSC charter. These terms were developed by Dona Austin, Keith Drazek from the RySG and Martin Boyle, Abdalla Omari from the ccNSO. The Terms of Reference are now being circulated to the ccNSO Council and RySG for adoption.
