[ICANN-CSC] SLA Change Procedures

Hi CSC and PTI folks

Kal and I took away an action to look at changes needed to the SLA and the procedures around that.  What we specifically looked at is whether all SLA changes are equal and whether they all require the full consultation process that Bart set out in his diagrams previously.

It is our view that not all SLA changes are equal and some are more efficiently managed by the CSC, with appropriate stakeholder consultation but not the SO/AC sign off.  Where the change is more substantive and full SO/AC sign off is required, we could still do with greater clarity about how things are managed before that point.

To that end, Kal and I have produced a draft set of SLA Change Procedures, which are attached, for you to comment on.

It is our recommendation that these are added into the Charter in the same way as the Remedial Action Procedures.  That seems the neatest way to incorporate them and this can all be consulted on in one bundle.
