Hi Jay,
I have included Samantha Eisner from ICANN legal in the thread.  
@ Samantha: The CSC and PTI intend to suggest minor changes to the SLE included in the IANA Naming Functions Contract.  They realize this is a cumbersome process, in particular for “minor” changes for which all agree they are minor.  

Could you suggested a way on how the process could be more streamlined for minor changes, and a potential timeline for these changes. 

If you recall, the CSC charter review will start shortly, however proposed changes, if any, will be strictly around the charter. In October 2018 the CSC effectiveness review and IANA Naming Function Review will begin.
