[ICANN-CSC] CSC Meeting 26: Recording, Notes, & Chat

Hi Allan,

Thank you for your email. We briefly discussed this internally yesterday and here are my thoughts:

For the formal adoption of the “Process for Amending the IANA Naming Service Level Agreements”, Kim is going to join the call on Friday to officially approve the SLA Change process and the amended RAPs to get it on record through the CSC meeting minutes.
As for when the process can take effect, my understanding is that we have to wait until the Amendment is resolved by both Boards and then signed by executives of PTI & ICANN. When the new SLA webpage goes up along with the amended contract, then the SLAs on the webpage are effective. (of course, since no changes to the SLAs are being made with this amendment, this stipulation that the SLAs must be up on the new webpage to be effective has no substantial impact.)

For documenting the changes, my understanding is that the document I sent last Friday about proposed SLA changes fulfills PTI’s requirement to provide data, context and implementation issues regarding the first SLA change requests. Can we start with this document as the written recommendation and add to it whatever is needed?

Thank you,

Naela/Bart – I have been trying to think through the next steps for proceeding with the SLA changes and have a couple of questions that might be worth thinking about before tomorrow’s meeting:

1. The ‘Process for Amending the IANA Naming Service Level Agreements’ (which has been added to the CSC’s wiki page) was approved by the CSC in December. Has it been approved by PTI? Can it have effect before the IANA Naming Contract Amendments are finished?

2. The above process requires CSC or PTI to formally recommend SLA changes, in writing, with such a recommendation to include, among other things, the cost, the benefit to the community and the feasibility of the proposed change. My understanding is that, notwithstanding the multiple discussions on the actual SLA changes that the CSC and PTI have had about SLA changes, this written recommendation has not yet occurred. So, my question is – can this written recommendation be done before the IANA Contract changes are made?
