[ICANN-CSC] Draft CSC August 2019 Report

Attached is a draft August 2019 CSC report for review and discussion.  The draft is a redline against the July CSC Report.  Per our discussion in the last CSC meeting, I removed mention of the Technical Checks SLA change since it was reported as completed on the August report and no longer needs to be mentioned.
