[ICANN-CSC] Overview of Metrics: factual background

As you may have noted the CSC Effectiveness Review team will be attending the upcoming CSC meeting ( 17 November, 18.00 UTC) and will be introducing their method of working, including the overview of metrics. In preparation. Brett as liaison to the RT has already provided factual information.

You are kindly requested to review the information included andprovide whatever additional comments you have either directly to the RT (in copy) or on the upcoming call.
